I strongly disagree. The only thing that happened is that the Senate drug their feet and didn’t have a bill ready prior to the December of 2009. The White House should have pushed them harder to stay on schedule and produce a bill prior to any special election. Other than that, a bill was successfully passed in the house and the senate and was on the way to the President’s desk after conference committee.
